Japarov highlighted the need for the National Academy of Sciences to function at its maximum capacity, pointing out that the institution's current focus on minor tasks like book writing and agricultural research must shift towards cutting-edge advancements in science and technology. He stressed the significance of prioritizing the development of fundamental science and enhancing its practical applications.

The President underscored the global efforts towards advanced scientific technologies, such as nanotechnology, biotechnology, and information technology, as well as the rising prominence of artificial intelligence initiatives. Japarov posed a crucial question: why should the National Academy lag behind in these innovative fields, emphasizing his commitment to pushing for progress in this direction and providing full financial support to address issues related to scientific workforce training.

Japarov also mentioned the "El umutu" project, which saw nine young talents receiving certifications in 2022 and 17 more set to be sent abroad in 2023 to join the Academy's reserve staff. He highlighted the urgent need to strengthen the study of natural and technical sciences and called for a focus on revitalizing scientific institutes specializing in physics, mathematics, chemistry, and biology by providing them with modern tools, reagents, instruments, and equipment.
