Petroleum Technology Group Acquires Chinaz Oil Refinery in Uzbekistan

Petroleum Technology Group has become the owner of the Chinaz oil refinery in the Tashkent region, according to the data from the Unified State Register of Enterprises and Organizations of Uzbekistan. The refinery, founded in August 2016, has the capacity to process up to 117,000 tons of oil annually into gasoline, kerosene, diesel fuel, fuel oil, and lubricating oils.

The refinery was previously owned by the state company "Uzbekneftegaz." The head of the refinery has also changed, with Bakhtiyor Ashrafhanov now listed instead of Giyasiddin Nadjimov.

The State Assets Management Agency (AUGA) put the refinery up for privatization in November 2022. By January 2023, 7 applications had been received, and in May, the deadline for submissions was extended. Mosaic Financial was engaged as the privatization consultant.

AUGA and "Uzbekneftegaz" have not disclosed the results of the privatization, including when and for how much Petroleum Technology Group acquired the oil refinery. Previously, it was reported that Petroleum Technology Group had acquired UNG Petro, a network of 78 gas stations, from "Uzbekneftegaz."

Petroleum Technology Group was registered on October 4, 2023, with an authorized capital of 101 million sums. The company is involved in consulting on commercial activities and management. Its founders are Delta Global Dynamics (1%) and Daniyar Abdulazizovich Kamilov (99%), the son of the former Minister of Foreign Affairs and current Deputy Secretary of the Security Council under President Abdulaziz Kamilov. Daniyar Kamilov owns a 100% stake in Delta Global Dynamics.

In February 2022, one of Daniyar Kamilov's companies, First Premium Alliance, acquired the largest distillery in Uzbekistan. He also owns Progressgortech-Asia (aviation kerosene supplier servicing in Uzbekistan's airports, operating in 9 airports) and Metropol Group (consulting on commercial activities and management). In June 2021, the latter privatized the former National Security Service building in downtown Tashkent for 210 billion sums, with plans to build a premium Radisson hotel on the site.

Delta Global Dynamics is also listed as a co-founder (10%) with Advanced Retail International Co and Salveo Limited in several companies linked to the Saudi Cenomi Group, which includes brands like Zara, Zara Home, Massimo Dutti, Bershka, Pull & Bear, Oysho, and Stradivarius. These brands were represented in the Tashkent City Mall.
