President of Kyrgyzstan, Sadyr Japarov, has signed a decree regarding certain issues in the fuel and energy sector, as reported by the state leader's press service.
The decision aims to organize effective management and optimize the operations of heat and power generation enterprises, while eliminating cross-subsidization by the Open Joint-Stock Company "Electric Stations."
The Cabinet of Ministers has been tasked with:
- restructuring the state enterprise "Kyrgyzteploenergo" by dividing it and forming state enterprises with the transfer of corresponding heat supply facilities to their balance sheets and subsequent transfer to municipal ownership of local self-government bodies;
- transferring heat supply facilities of branches of the Open Joint-Stock Company "Electric Stations": thermal power plants in Bishkek and Osh, "Bishkek Heat Network" to the mayors of Bishkek and Osh by creating municipal heat supply enterprises based on them;
- transferring heat supply facilities with corresponding property complexes (assets), staff, financing, and obligations;
- taking necessary measures to end the subsidization of heat supply enterprises by 2028;
- submitting a bill to the Jogorku Kenesh for consideration, aimed at delegating to local self-government bodies the authority to address issues related to heating the population.
