Bishkek City Hall Proposes Tariff Increase for Construction Companies

The Bishkek City Hall is considering raising the tariff for connecting construction companies to the water supply. The corresponding draft resolution has been put up for public discussion by the Bishkek City Council.

According to the explanatory note, the current tariffs were set by a resolution of the Bishkek City Council in 2009 and do not comply with the regulatory legal acts adopted later, as well as the pricing policy in the construction industry. The prices of materials, equipment, fuel, construction and installation works have significantly increased since then, necessitating a revision of the fees to align with the current realities.

The City Hall also mentioned that in recent years, there have been discussions about ensuring uniform conditions for connecting facilities to the city's engineering networks throughout Bishkek, including the Southern planning zone.

The calculation of the connection fee is proposed to be based on the requested load and the established fee size. The calculation of water supply and sewage loads for residential buildings is based on a norm of not more than 20 square meters of total area of a residential premises per person, excluding balconies, loggias, verandas, and terraces, and the norm of cold water consumption per person considering per-apartment (household) hot water preparation:

- 225 liters per day for individual residential houses;

- 300 liters per day for residential buildings up to 12 stories high;

- 400 liters per day for residential buildings of 12 stories or more.

Furthermore, the attached calculation to the project suggests that until updated regulatory legal acts are adopted, the connection fee is temporarily proposed to be set based on the need to repay the EBRD loan for the implementation of the project to rehabilitate the water supply and sewage systems of the capital, expand existing and construct new water intakes. The regulatory period is set until the loan is repaid in 2029.

The project proposes to set a fee of 18,000 soms (excluding taxes) for technological connection per cubic meter per day, where:

- water supply - 10,080 soms per cubic meter per day;

- sewage - 7,920 soms per cubic meter per day.
