Ministry Introduces Methodology for Calculating Environmental Impact Fees

The Ministry of Ecology and Natural Resources has developed a methodology for calculating fees for negative environmental impact. The fees are charged for the actual volume of emissions into the environment within or exceeding established emission standards, including emissions of pollutants, discharge of pollutants, waste disposal, and placement of sulfur in open form on sulfur maps.

The methodology defines formulas for calculating fees for emissions of pollutants from stationary and mobile sources within emission standards, discharge of pollutants within emission standards, burial volume of production and consumption waste within emission standards, and placement of sulfur in open form on sulfur maps.

It is also stipulated that the mass of pollutants, emissions into the environment, used fuel and waste, and buried waste in the environment are calculated independently by operators based on the results of production environmental control and are subject to verification during state or production environmental control.

The draft order is posted on the Open Regulatory Acts website for public discussion until April 5. Previously, it was reported that fertilizer producers would receive subsidies from the state through advance payments.
