Kazakhstan Prime Minister Rejects Proposal for State Alimony Fund

Kazakhstan's Prime Minister, Olzhas Bektenov, responding to a parliamentary inquiry, stated that the government does not support the idea of creating a state alimony fund. Bektenov mentioned that this idea has been under discussion for quite some time.

"The proposed initiative is not supported by the government for the following reasons. The state is already taking measures to ensure the rights and protection of minors, including providing social assistance. The care and upbringing of children are the natural right and duty of parents (Article 27 of the Constitution of the Republic of Kazakhstan)," the response to the inquiry stated.

Bektenov believes that establishing such a fund could lead to an increase in the number of debtors, artificial growth in divorce rates, evasion of parental responsibilities, and the repayment of debts to the fund remaining questionable.

"Analysis of foreign experience indicates that creating such a structure would require additional funds from the state budget (establishing a special structure to manage the fund, allocating additional staff). Considering the above, we believe it is necessary to strengthen the existing mechanisms for alimony collection within the framework of enforcement proceedings," the response further explained.

On February 21, 2024, it was reported that Majilis deputy Magerram Magerramov proposed the establishment of a State Alimony Fund in Kazakhstan during a plenary session of the chamber. In his inquiry addressed to the Prime Minister, he highlighted that many women continue to approach deputies unable to collect alimony from the fathers of their children.
