Crucial Amendments Proposed in Kazakhstan to Regulate Gambling Industry

In a recent presentation at the Mazhilis, a draft law addressing gambling issues, lotteries, and lottery activities was introduced with significant amendments. Deputy Elnur Beisenbayev highlighted the growing threat of gambling addiction to the country's security, attributing it to the widespread availability and aggressive promotion of gambling activities, especially online. In response, lawmakers have drafted amendments aimed at tackling the issue of gambling addiction in the country.

The proposed amendments include a complete ban on advertising bookmakers and casinos on building facades, public transport, internet resources, official websites, TV channels, radio, print media, and cinemas. Additionally, the distribution of lottery tickets and the installation of lottery terminals in residential buildings and premises housing children, educational institutions, medical facilities, and religious organizations would be prohibited.

Furthermore, the draft law suggests imposing administrative liability on legal entities allowing individuals under the age of 25 to participate in gambling activities, with fines amounting to 1000 MRP (3,692,000 tenge). Repeat violations within a year could lead to the suspension of licenses according to the proposed legislation. Deputy Elnur Beisenbayev emphasized the need for these measures to curb underage gambling.

Another significant provision in the draft law is the introduction of criminal liability for online casino operators. Despite the ban on online casinos in the country, they continue to operate by registering in third countries. Lawmakers also propose restrictions on gambling participation for alimony debtors and individuals with outstanding loans.

The Mazhilis deputies commenced work on the draft law on March 20, following the initiative of the Parliament members at the President's behest. The proposed legislation aims to address the growing concerns surrounding gambling addiction and establish stricter regulations within the gambling industry in Kazakhstan.
