Kazakhstan Launches Pilot Project for Foreigners' Identification Numbers

The Ministry of Foreign Affairs, Ministry of Internal Affairs, and the Migration Committee of Kazakhstan have jointly signed an order to implement a pilot project for providing the state service of "Formation of an Individual Identification Number for Foreign Citizens through Kazakhstan's diplomatic missions abroad," as reported.

The pilot project will run until December 31, 2024. An algorithm for implementing the project has been approved, with the service provision period set at one working day. The day of a foreign citizen's visit to a diplomatic mission of Kazakhstan is not included in this timeframe.

To obtain the service, the foreigner must personally apply at a diplomatic mission of Kazakhstan and submit a completed application form, a copy of an identity document along with the original for verification (a valid foreign passport unless otherwise specified by international agreements of Kazakhstan). If the identity document lacks essential data in Cyrillic or Latin script, a notarized translation must be provided.

Incomplete or expired document submissions will be rejected. Upon application, the consul will verify the documents and submit a request for the Individual Identification Number (IIN) formation in the Centralized Information System. The operator of the Ministry of Internal Affairs will process the requests and generate the IIN, which will then be forwarded to the Centralized Information System.

The consul bears personal responsibility for confirming the requests for IIN formation and for any unauthorized disclosure of information obtained during the service provision. The order also includes a list of Kazakhstan's diplomatic missions where the pilot project will be implemented, comprising 96 embassies and consulates of the republic.

The order will come into effect on April 13, 2024.
