Government Introduces Amendments to National Procurement Rules

The government of Kazakhstan has made changes to the rules for exceptions from the national regime in state procurement. The amendments specify that the state body developing the resolution establishing the exception from the national regime must submit the draft resolution, justification for the necessity of the exception, and other supporting documents. Furthermore, the justification form for the necessity of adopting the regulatory act has been updated.

The updated justification form now includes details such as the state body developing the project, reasoning for the project adoption, justification for the exceptional case, the need for special procurement procedures related to confidentiality of information on potential suppliers, and more. The resolution will come into effect on April 16, 2024.

Previously, Kazakhstan had imposed restrictions on state purchases of imported software, mandated the procurement of domestic light industry goods, and excluded several imported products from state procurement for two years.
