Ministry of Internal Affairs Introduces Changes to Vehicle Registration Rules

The Ministry of Internal Affairs has introduced amendments to the Rules for State Registration and Accounting of Certain Types of Vehicles by Identification Number, Driver Training, Exam Administration, and License Issuance. The revisions focus on various aspects, such as registering vehicles under individuals' registered legal address in Kazakhstan and outlining procedures for minors' vehicle registration. For minors under 14, registration will be conducted by their legal representatives, while those aged 14 to 18 will require their representative's consent. Biometric identification will now be incorporated into the vehicle registration process. Additionally, the regulations detail the process for selecting and reissuing VIP vehicle numbers.

The updated rules also define the procedure for vehicle inspection for identification purposes, which will be performed during vehicle registration, body replacement, color change, and other relevant situations. The inspection will involve verifying the authenticity and components of the vehicle, with the results being recorded in an electronic inspection report. Furthermore, the amendments address the driver's license acquisition process, including the prerequisites for medical certificates and course completion certificates.

Moreover, the revised regulations permit individuals of the appropriate age to undertake the theoretical driving exam and submit the necessary documentation for obtaining a driver's license. Foreign nationals, stateless individuals, and others who are not proficient in Kazakh or Russian can take the exam with the assistance of qualified translators. The guidelines also outline the procedure for reissuing driver's licenses to individuals who were previously deprived of driving privileges, including the reinstatement of foreign-issued licenses.

In essence, these modifications are aimed at streamlining and improving the vehicle registration and driver licensing procedures, ensuring adherence to legal standards, and enhancing road safety measures. The new regulations are set to take effect on April 23, 2024.
