Senate Returns Law to Lower House with Amendments on Migration and Penal System Improvement

The Senate has returned a law to the Lower House with amendments regarding the improvement of legislation in the areas of population migration and the penal system.

The law aims to enhance legislation in the fields of population migration and the penal system. During the Senate's review of the law, the following amendments were introduced:

- Alternative types of punishment are excluded from Article 428-1 of the Criminal Code of Kazakhstan, with a tightening of criminal liability in the form of imprisonment for a period of two to five years in cases where a crime is committed by a person using their official position.

- Due to the introduction of criminal liability for intentional destruction or damage of video surveillance systems, amendments are made to the Criminal Executive Code of Kazakhstan to introduce the concept of a video surveillance system.

- With the inclusion of a separate chapter on state control over compliance with legislation in the law "On Population Migration," certain provisions of the law are brought in line with the norms of the Entrepreneurial Code and the law "On Amending Certain Legislative Acts of the Republic of Kazakhstan on Business Conduct."

Furthermore, a number of changes have been made to ensure internal consistency of the law's articles and to prevent legal conflicts.

On February 14, the document was approved in the second reading in the Lower House.
