Ministry of Transport Updates Ground Handling Rules in Airports

The Ministry of Transport has approved new regulations for ground handling services in airports. Suppliers must win a competition to access the airport grounds for providing services. Contracts for ground handling services are now valid for 6 years. Airports maintain a registry of requests for ground handling services.

Airports with over 2 million passengers annually must offer at least two lots for competition. The winner is chosen independently from the airport operator and users. The competition process includes setting criteria, appointing a committee, and publishing competition details online.

Evaluation criteria include organizational structure, resources, safety, quality systems, and financial stability. Applicants must submit required documents, including company details and service lists. The competition commission decides the winners within 5 days of reviewing applications.

Aviation fuel supply agreements are based on contracts ensuring aircraft refueling. Airlines owning 50% or more of an airport's shares can request services directly. Data collection on passengers must comply with regulations and be shared with authorized agencies.

The new regulations will be effective starting April 29, 2024.
