Senate Ratifies Extension of Kazakhstan-Russia Oil Transit Agreement to China

During a plenary session, the Senate deputies ratified the Agreement between the governments of Kazakhstan and Russia on the transportation of Russian oil through the territory of the republic to China, as reported by a correspondent.

The protocol itself was signed on June 16, 2023, in St. Petersburg. Earlier this year, its term expired, and therefore the parties are extending the agreement for another 10 years – until January 1, 2034.

Senator Suindik Aldashev stated, "The volume of transported oil will increase from 7 million tons to 10 million tons per year. The tariff for oil transportation on the Kazakh section of the Tuymazy – Omsk – Novosibirsk oil pipeline will be set at $2.1. The tariff for oil transported through the territory of Kazakhstan will be $15."

As Minister of Energy Almasadam Satkaliev previously mentioned in the Majilis, during this 10-year period, Russia plans to supply 100 million tons of oil to China.

Almasadam Satkaliev further stated on March 27 in the Majilis, "The extension of the agreement will ensure the loading of oil from the Pavlodar Oil Refinery, which is supplied via the Omsk – Pavlodar oil pipeline. There are no risks involved. From the period of 2024 to 2034, the expected revenue for the transit of Russian oil through the territory of Kazakhstan to China on both sections will amount to $1,710,000,000, and taking into account the profit from substitution, it will be $1,851,000,000."

Kazakhstan and Russia had previously agreed to increase the transit of Russian oil to China.
