The Senate deputies have approved amendments related to communication, digitalization, improvement of the investment climate, and reduction of excessive legislative regulation in two readings.
The law entails changes and additions in the following areas:
- Ensuring equal access of communication operators to communication infrastructure;
- Defining the locations for communication networks within the framework of general plans and detailed planning projects of settlements;
- Subsidizing communication services to reimburse part of the expenses for digitalization in agricultural and industrial facilities;
- Assigning individual identification numbers (IIN) immediately after a child is born to eliminate the risk of personal data loss for newborns;
- Imposing additional obligations on communication operators to provide preferential tariffs to persons with disabilities;
- Establishing the legal status and functions of the Anti-Fraud Center for data exchange on payment transactions with signs of fraud.
Furthermore, an automated information system and registry are being introduced in the field of architectural, urban planning, and construction activities to enhance state control and eliminate corruption risks. The law also mandates that the construction client must conduct the installation of fiber-optic communication lines (VOLS) and provide a separate room with a climate control system for communication operators..
