The Ministry of Agriculture and the Ministry of Justice have jointly signed an order introducing changes to the Rules for the operation of the "Unified State Real Estate Cadastre" information system.
The updated version includes provisions outlining the procedures for managing the information system. It specifies that the Information System "Unified State Real Estate Cadastre" (IS USREC) will facilitate the following functions:
- Search and view electronic files related to land plots and real estate objects, based on data received from various sources.
- Access and view land plot records with identification characteristics and mapping on a card.
- Store and display historical attribute information on land plots and related real estate objects.
- Manage property rights on land plots or real estate, update data based on registration actions.
- Link applications and changes with land plots and related real estate objects.
- Track the history of cadastral document usage.
- Monitor changes in property rights, encumbrances, and legal claims.
- Record legal documents and decisions.
- Provide information on the production of identification documents for land plots.
- Present information on the quality and estimated value of land plots.
- Provide information on land plot ownership.
- Offer cadastral information on land plots.
The order specifies that data on registration objects and documents must be stored in the database for a defined period, based on the type of document and its corresponding retention period.
Furthermore, the order emphasizes the need for the ability to restore archival data within the IS USREC. The order will come into effect on March 18, 2024.
