MNVO has developed regulations for a commission responsible for the employment allocation of young specialists and individuals who have completed their PhD studies under state educational programs.
The commission's main tasks include distributing newly graduated young specialists, allocating individuals who studied under state educational programs in PhD programs, redistributing young specialists and individuals who completed their PhD studies based on specific rules and circumstances, directing them to career centers for job placement if no vacancies are available at the time of distribution, exempting them from mandatory work commitments under certain circumstances, and providing deferments as outlined by the rules.
To carry out its responsibilities, the commission performs functions such as conducting meetings to allocate graduates and redistribute them, requesting necessary information from graduates, local authorities, employers, and educational bodies, interacting with local executive bodies to assess workforce needs, collaborating with potential employers, and engaging directly with young specialists and PhD graduates regarding employment opportunities.
The commission's composition is approved annually by the head of educational institutions within the first five working days of the calendar year and includes representatives from the institution's management, local executive bodies, industry ministries, employers' associations, youth organizations, student councils, and other relevant entities.
Meetings are held annually to allocate graduates according to the academic calendar, with the initial distribution taking place no later than July 1. The draft document is open for public discussion on the "Open Regulatory Acts" website until April 2.
