Kazakhstan Considers Alternative Approaches to Involving Citizens in Health Insurance System

Vice Minister of Health Timur Sultangaziev discussed the proposal not to issue driving licenses to uninsured Kazakhstani citizens during a session at the Senate on March 14, 2024. He clarified that there are currently no plans to restrict access to certain public services for uninsured individuals, such as driving licenses and gun permits. Instead, the focus is on exploring different methods to engage people in the healthcare insurance system, particularly vulnerable populations, through local executive bodies.

Sultangaziev emphasized that the decision not to implement such a regulation is driven by the prioritization of other mechanisms and not by public pressure. The government is currently concentrating on alternative strategies to address the issue, aiming to ensure broader participation in medical insurance. This approach marks a shift from previous discussions in January 2024, when former Health Minister Azhar Giniyat had raised the possibility of introducing such restrictions.
