Streamlined Procedures for Foreigners' Residency in Kazakhstan Implemented by Ministry of Internal Affairs

The Ministry of Internal Affairs has made amendments to the Rules for issuing temporary and permanent residency permits to foreigners and stateless individuals in the Republic of Kazakhstan.

To obtain a Temporary Residency Permit (TRP), applicants must apply at their place of registration to the territorial police authorities, through a state corporation, or via a portal with an application form for the issuance of a residency permit in Kazakhstan, along with the required documents depending on the purpose of stay.

Applicants must be present themselves or have a notarized representative, a legal entity's proxy, or a legal entity's authorization to act on their behalf when obtaining the service.

For immigrants aged 16 and above in Kazakhstan, the application for TRP must be submitted within 10 calendar days from reaching the age of 16.

Upon receiving the documents, including applications through the state corporation or portal, a police officer carries out various checks, such as verifying the completeness of documents, checking the immigrant's border crossings, criminal records, and more.

If the application is correct and there are no grounds for refusal, the police officer generates the TRP in the information system, prints it, and hands it to the applicant.

The issuance of documents through the state corporation is done according to a schedule upon presenting identification documents or an electronic document from the digital document service.

For applications submitted through the portal, the officer generates the TRP in the system and forwards it to the applicant's personal account on the portal.

The residency permits are granted for reasons such as family reunification, employment, education, medical treatment, missionary work, entrepreneurship, victims of human trafficking, and those seeking permanent residency in Kazakhstan.

The service for issuing TRPs is free, while the fee for Permanent Residency is 4 MRP (14,768 tenge).

The order will come into effect on March 24, 2024.

This development follows the recent news that Kazakhstan will be revising the list of in-demand professions for foreigners seeking Permanent Residency in the country.
