Unapproved Construction of Asphalt Plant Sparks Environmental Concerns in Bishkek

Construction of an asphalt concrete plant in microdistrict No. 12 has begun without an environmental impact assessment. This information was shared by Dastan Bekeshev, a deputy of the Jogorku Kenesh, on social media. He posted a response from the Ministry of Natural Resources, Ecology, and Technical Supervision.

The letter stated that on April 23, inspectors from the regional office for Bishkek and Alamadin district of the environmental and technical supervision service visited the "Kum-Shagyl" plant, where the asphalt concrete plant is planned to be located.

"It has been established that indeed, work is being carried out to relocate the asphalt concrete plant, previously located in the village of Orok, without the necessary design and permitting documents," the document stated. The ministry also mentioned that no applications from business entities for a state environmental impact assessment of the plant construction have been received.

"In accordance with environmental legislation, the project initiator and/or developer is obliged to provide a complete project proposal and a list of materials for a state environmental impact assessment in accordance with the 'Regulation on the Procedure for Conducting State Environmental Impact Assessment,' approved by the government on May 7, 2014. A positive conclusion is the basis for project financing," the Ministry of Natural Resources stated in the letter.

Earlier, it was reported that a new asphalt concrete plant is being set up in the confiscated quarry at "Kum-Shagyl." The Mayor of Bishkek, Aibek Djunushaliev, personally inspected the site.

In mid-March, the General Director of CJSC "Kum-Shagyl," Aydin Ibraev, and lawyers addressed President Sadyr Japarov and the Chairman of the State Committee for National Security, Kamchybek Tashiev. They claimed that false information about the enterprise is being conveyed to the country's leadership, and the government's decision to appoint temporary external management was applied unlawfully.

Previously, on February 8, a delegation of city and other officials, including the mayor of the capital and the head of the State Construction Committee, accompanied by a bus of police, arrived at the plant. The premises were sealed off, and the plant management was advised to halt operations.

The Bishkek City Hall had previously commented on the situation concerning the land plot of CJSC "Kum-Shagyl." According to their information, all licenses of the enterprise for quarrying and development have been revoked by the geology commission.

On the fifth day after the plant's operations were suspended, workers appealed to the head of state, Sadyr Japarov, and the chairman of the security services, Kamchybek Tashiev, asking for assistance in resolving the situation around the production, which they described as a "raider seizure."

It is worth noting that on February 15, workers of the plant held a rally in Maxim Gorky Park in the capital, demanding the restoration of their jobs.
