Ministry of National Economy of Kazakhstan Addresses Heating Overcharges in Astana

The Ministry of National Economy (MNE) of Kazakhstan reached out to residents and guests of Astana regarding complaints about inflated heating bills. According to the MNE, Astana has a high metering rate of around 99.6%. The maintenance and verification of commercial heat meters are carried out in accordance with property ownership.

The MNE emphasized the importance of timely verification of heat meters and highlighted that in 2023, out of 970 communal heat meters scheduled for verification in Astana, 135 were not verified. As a result, for these 135 residential buildings, where meter verifications had expired, "Astanaenergosbyt" billed for heat based on consumption norms, with a tariff 20% higher than those with verified meters. In 2024, 1001 meters need verification, but only 33 have been verified so far.

To prevent overpayments, consumers are urged to ensure timely verification of their meters by contacting property management associations or housing cooperatives. The list of residential complexes in Astana with unverified heat meters can be found on the official website of "Astana-Heattransit."

In light of recent penalties imposed on "Astanaenergosbyt" for unjustified heating charges, it is crucial for residents to take control of their meter verifications, ideally during the summer months before the heating season begins.
