Government to Restrict Foreign Suppliers in State Procurements, Supporting Local Economy

The Ministry of Industry and Construction in Kazakhstan has prepared a draft government resolution regarding the exclusion of certain goods from the national regime, aiming to protect the domestic market and support local producers. The exclusion entails limiting foreign suppliers from participating in state procurements of specific goods, services, and works.

The draft resolution specifies the exemption of machinery, chemicals, metallurgical, construction, and food industry goods originating from foreign countries, with exceptions for items not produced within Kazakhstan. The Ministry, in coordination with the National Chamber of Entrepreneurs "Atameken," is tasked with finalizing the list of goods within 10 working days and submitting it to the authorized body for state procurements.

Additionally, the Ministry of Agriculture will develop a similar list for food industry products. If approved, these restrictions will be in effect for two years without requiring additional financial resources from the national budget. The project aims to have no negative socio-economic or legal consequences and not impact national security.

The draft resolution is open for public discussion on the "Open Regulatory Acts" portal until March 20, 2024. It is emphasized that failure to comply with the restrictions may lead to the cancellation of procurement results. Previously, Kazakhstan also imposed a two-year ban on importing office paper for state procurements.
