Changes in Meat Regulations to Take Effect in Kazakhstan from April 7, 2024

Starting from April 7, 2024, Kazakhstan will implement changes in the technical regulations for meat and meat products. The amendments, adopted by the Eurasian Economic Commission on September 27, 2023, adjust the requirements of the Customs Union technical regulation "On the Safety of Meat and Meat Products" regarding the information on the nutritional value of slaughter products and meat products indicated in the labeling.

According to the EEC, the relevance of these changes stems from the fact that meat from slaughter animals and slaughter products, including those used as raw materials, exhibit natural variability in protein and fat content. For instance, when labeling meat products with an average protein value of 17g (100%) per 100g of the product, the actual protein value, considering the new requirements, should not be less than 13.6g (80%) per 100g of the product.

Similarly, for an average fat value of 18g (100%) per 100g of the product, the actual fat value should not exceed 21.6g (120%) per 100g of the product. This approach aligns with the requirements of the Eurasian Economic Union technical regulation "On the Safety of Poultry Meat and its Processing Products," which has been in effect since January 1, 2023.

The introduction of these new requirements is expected to have a positive impact on the business environment in the union countries. However, the EEC's decision on March 5, 2024, also established a transitional period. It stipulates that conformity assessment documents for slaughter products and meat products subject to these changes, issued or accepted before April 7, 2024, will remain valid until their expiration.

The production and circulation of such products are permitted until the expiry of these documents, and the products can be sold within the manufacturer's specified shelf life.
