The Ministry of Agriculture has prepared a draft order on "Certain Issues Regarding the Import of Raw Cane Sugar into the Republic of Kazakhstan."
To obtain confirmation of the intended use of raw cane sugar for industrial processing in the country, applicants must submit an application for confirmation of the intended use of goods.
The application must be accompanied by copies of contracts under which the import of raw cane sugar is planned, copies of payment documents confirming the payment for the declared goods, and copies of contracts between the importing organization and the organization carrying out industrial processing of raw cane sugar.
Documents in a foreign language must be submitted with a translation into Kazakh or Russian, duly notarized for accuracy.
The application, signed by the first director or authorized person, along with the accompanying documents, is submitted either in person through the office of the authorized body or electronically to the authorized body's email address.
The application and documents are accepted and registered on the day of receipt, assigned a registration number and date, and forwarded to the structural unit of the authorized body responsible for reviewing the documents.
Within two working days of receiving the application, the structural unit reviews and verifies the application for completeness and compliance with requirements.
If the application is incomplete or does not meet the requirements, the authorized body notifies the applicant via email, specifying the deficiencies that need correction.
The applicant has two working days to make the necessary corrections. Failure to do so results in the authorized body sending a rejection notice to the applicant's email, citing specific reasons for refusal.
Upon a positive review, the structural unit prepares a confirmation of the intended use of goods, signed by the head of the authorized body or their delegate.
The confirmation is sent to the applicant by registered mail with acknowledgment of receipt or handed over in person through the office of the authorized body.
It is emphasized that the use of raw cane sugar placed under the customs procedure for release for domestic consumption with a tariff preference is allowed strictly in accordance with its intended purpose.
Restrictions on the use or disposal of raw cane sugar under the said customs procedure remain in effect until the sugar is received at the processing organization's warehouse, but not exceeding one year from the date of release for domestic consumption. A copy of the acceptance report or handover report serves as proof of receipt of the goods at the organization's warehouse.
The organization importing raw cane sugar and the organization carrying out its industrial processing must annually submit a report on the intended use of raw cane sugar to the authorized body by December 31.
The draft order is available on the "Open Regulatory Legal Acts" website for public discussion until April 22. This initiative aims to streamline and regulate the import process of raw cane sugar, ensuring transparency and compliance with regulations.
