In Kazakhstan, a pilot project is set to launch in April 2024 for the issuance of "to/from third country" permits in electronic form at the Atameken, B. Konysbayeva, Kazygurt, Kaplanbek, and Tazhen border crossings.
The project aims to further streamline the issuance of Uzbek permits. A joint decree by the Ministers of Transport, Finance, and Digital Development, Innovation, and Aerospace Industry of Kazakhstan has been developed for the implementation of this pilot project.
Applications for electronic permits for domestic carriers will be processed by the territorial authorities of the Committee of Revenues of the Ministry of Finance of Kazakhstan through the CarGoRuqsat automated electronic queue system, provided that certain requirements are met.
The Ministry of Transport notes that this mechanism will simplify freight transportation with Uzbekistan for conscientious carriers and eliminate speculation in queue positions and the transfer of permits to third parties.
Domestic carriers entering Uzbekistan through Kazakhstan will receive Uzbek permits in electronic form at the border crossings. Carriers entering Uzbekistan without transiting through Kazakhstan can obtain Uzbek permits through the government's electronic portal in accordance with the requirements of the Rules for the use of the permit system for international road transport in Kazakhstan.
