The government of Kazakhstan has made amendments to the resolution on certain issues of the Ministry of Industry and Construction. According to the amendments, the Ministry will now undertake a series of new functions.
These functions include the development and approval of rules for electronic vehicle passports and electronic passports for self-propelled machinery and other types of equipment. The Ministry will also oversee the management of an automated registry of permits in the construction sector, as well as the rules for using targeted pension fund payments to improve housing conditions in accordance with Kazakh legislation.
Additionally, the Ministry will develop rules for subsidizing water supply and wastewater organizations to repay and service bond loans incurred for construction and reconstruction projects of sewage treatment facilities. It will also establish rules for organizing the production activities of ammunition disposal facilities, ensuring safety during such operations.
Furthermore, the Ministry will be responsible for developing and approving rules for conducting scientific research within the framework of the state defense order, in coordination with relevant executive bodies and state agencies. It will create expert councils for specialized scientific fields within the state defense order and approve their regulations and compositions in consultation with the authorities.
Moreover, the Ministry will approve reports on completed scientific research, except when budgetary funds within the state defense order are provided for in the recipient's budget. It will also develop rules for testing the results of experimental design and technological work, as well as establish, coordinate, approve, modify, cancel military national standards and maintain their records.
The clarification has also been made that the Ministry will develop and approve rules for financing the construction, reconstruction, and modernization of heating systems in coordination with the central authorized body for budget planning.
The resolution will come into effect on February 28, 2024.
