Ministry of Education Proposes Changes to Higher Education Admission Procedures

The Ministry of Education and Science is proposing changes to the admission procedures for higher education institutions and the regulations regarding the Republican Testing. A corresponding draft resolution has been submitted for public discussion.

According to the explanatory note, previously, graduates of secondary and vocational education institutions were admitted to universities based on the results of the Republican Testing. The current Law on Education allows graduates of primary and secondary vocational education programs to continue their education in higher education institutions without taking the Republican Testing.

However, Article 31 of the Law on Education states that admission to vocational education institutions based on primary or secondary general education may be carried out based on the results of the Republican Testing. Article 54 of the Law on Education indicates that individuals who have achieved the threshold scores of the Republican Testing may qualify for a state educational grant to study at higher and vocational education institutions.

The Ministry of Education proposes that individuals holding a state-issued document on vocational or primary vocational education (with a document on secondary general education, if available) be admitted to universities in the corresponding field without taking the Republican Testing, but on a contract basis. The alignment of the profile of primary and/or secondary vocational education with the profile of higher professional education will be determined by the educational institution itself.
