Russian Ministry Proposes State Company to Manage Migrant Workers Recruitment

The Russian Ministry of Labor and Social Protection has suggested appointing the state company "Work in Russia" as the operator of organized recruitment of migrant workers. In collaboration with Rosturizm, the ministry has developed a draft presidential decree on regulating the company's operations, as announced by the ministry's press service.

"Work in Russia" will become a state personnel agency and will enter into agreements with employers who hire migrants within the framework of organized recruitment. The company will also be responsible for maintaining a registry of such employers, assisting them in staff selection, and monitoring the employment of migrants.

The proposed mechanism aims to select employees based on qualifications and prevent situations where a migrant worker, after completing all necessary documentation with one employer, enters the open labor market, as explained by the Ministry of Labor.

"Work in Russia" is expected to monitor violations of the stay regime of foreign citizens with the employer, as well as their labor rights. Previously, the ministry proposed establishing a public-law company for the organized targeted recruitment of foreign workers and improving mechanisms to enhance employer protection. Targeted recruitment should become a priority mechanism for labor activities carried out by foreigners.

According to the Ministry of Labor, if an employer terminates a labor contract with a foreigner hired through targeted recruitment, the foreign worker must leave Russia within 30 days or sign a new contract with another employer. The ministry believes that this will provide additional protection to companies that incurred financial losses in transporting foreign employees.
