Kyrgyz Parliament Members Propose Allowing Foreigners to Buy Property at Issyk-Kul

During a session of the parliamentary committee on international affairs, defense, security, and migration, MP Balbak Tulobaev announced a proposal to permit foreigners to purchase real estate at Issyk-Kul. Together with his colleagues Elmurzoy Satybaldiev and Baktybek Sydykov, they have drafted a bill to amend the law on the sustainable development of the eco-economic system of Issyk-Kul.

According to Tulobaev, the proposed bill would not allow the sale of land to foreign citizens, as stated in the Land Code. Foreigners would be able to lease land, build houses, and sell them in regions like Bishkek, but this is currently not possible at Issyk-Kul. Therefore, they are requesting permission for foreigners to buy houses and resorts, similar to other regions in Kyrgyzstan.

Tulobaev believes that this move will help develop infrastructure and tourism at Issyk-Kul. However, MP Kubanychbek Samakov raised a concern regarding real estate being an integral part of the land plot under the Civil Code. He pointed out the risk that if the built property is sold, the land might also transfer to foreign ownership.

In response, Tulobaev stated that they are open to working with MPs to address this issue before the second reading of the bill. This collaboration aims to resolve any potential conflicts and ensure the smooth implementation of the proposed changes.
