Proposal to Allow Privatization of Official Housing for Law Enforcement Officers with 20+ Years of Service

A bill has been introduced by deputy Kubanychbek Samakov for public discussion. The bill proposes to allow law enforcement officers with 20 years of service or more to privatize their provided service apartments through direct sale.

According to the explanatory note, the current Law "On Serving in the Law Enforcement Agencies of the Kyrgyz Republic" only allows the privatization of service housing after dismissal from military service with the right to a pension, or to family members of deceased officers.

The current law does not grant the right to in-service law enforcement officers to be provided with their own housing during their service period.

Deputy Kubanychbek Samakov suggests expanding the list of categories eligible for privatization to include law enforcement officers with 20 years of service or more. This would allow current officers to exercise their housing rights while still in service.

The deputy argues that the current law encourages officers with 20 years of service or more to resign in order to privatize their housing, leading to a loss of qualified personnel.
