Kyrgyz President Holds Meeting on Reforming Energy Sector

President Sadyr Japarov chaired a meeting to reform the Kyrgyzstan Power Company under the Ministry of Energy. Despite efforts to optimize heating systems, challenges persist in providing heat to residential buildings and social facilities annually due to aging boiler rooms. Japarov highlighted decreased efficiency and significant losses, along with issues like a lack of qualified specialists, rising energy costs, and corruption.

To address these issues, Japarov announced that the state enterprise's branches, as well as the Bishkek and Osh power plants, will be transferred to local authorities. Heating facilities will continue to receive subsidies from the national budget for three more years, aiming for self-sustainability afterward. Japarov stressed the need for local authorities to enhance accountability towards citizens and ensure effective management of energy enterprises.

He emphasized that the transition will be gradual, with full involvement from the Ministry of Energy and energy company experts. Japarov instructed the cabinet and presidential administration to ensure strict control over preparations for the upcoming winter, timely budget disbursements, and fuel procurement for heating facilities.
