During a session of the Jogorku Kenesh, deputies got into altercations after amendments to the Law on "Radiation Safety of the Population" did not pass due to a lack of votes. MPs Kubanychbek Samakov and Dinara Ashimova stated that due to technical issues, they mistakenly voted against the bill they intended to support.
Deputy Kamila Talieva pointed out that in this case, the document garnered enough votes to proceed to the second reading. However, some parliamentarians opposed reconsidering the rejected bill.
Altercations ensued, revealing that the voting was flawed as some deputies voted on behalf of absent colleagues.
"We were discussing the regulations of the Jogorku Kenesh at a committee meeting on Tuesday. I mentioned that we have become irresponsible. I apologize to my colleagues, but after 12:00, there are actually only 30-40 people present at the sessions. However, we register them and vote on their behalf, wherever the deputy may be. This practice needs to stop. Currently, there are around 35 MPs here. More are registered. Those who do not attend should not receive their salaries," said Deputy Dastan Bekeshev.
His colleague Amanbek Kenzhebayev suggested that MPs should refrain from voting on behalf of others without authorization and start following the regulations.
