Implementing Video Surveillance to Improve Performance Discipline in Government Agencies

To enhance performance discipline, the heads of each government agency and region have equipped their offices with video cameras that are monitored in a situational center. This was announced today during a briefing by Azamat Osmonov, the head of the Department of Control over the Implementation of Presidential and Cabinet of Ministers' Decisions.

"We see who visits them, at what time the leader comes to work, and how their work system is organized. We pay particular attention to the planning of the work of government and regional leaders. Where we have good planning, the work is also well planned. This leader understands what he will be doing today and tomorrow. Therefore, we prioritize the planning institute," he said.

Osmonov highlighted that the Department of Control over the Implementation of Presidential and Cabinet of Ministers' Decisions was established in 2021. The reform of the state apparatus also affected the entire system of executive power, including the merger of the offices of the head of state and government.

"Previously, they somewhat duplicated functions, which we have eliminated. All decisions of the president and the cabinet of ministers are executed systematically and by a unified body in the form of the control department. If previously control was entrusted to sectoral departments in the offices of the head of state and government, today the control system is unified. Following the recent reorganization of the president's administration, a new unit was added - the situational center. It was created based on the former defense and security department, but with analytical functions," emphasized the head of the department.

The situational center covers the databases of all state bodies, allowing real-time monitoring of the quality of implementation of assignments and decisions of the head of state and the cabinet of ministers.

"There can be both objective and subjective reasons for delays in fulfilling assignments. Sometimes there is a negligent attitude of the executors. Initially, there are such silly excuses as 'did not have time', 'did not meet the deadline'. Sometimes there is a lack of understanding of the essence and content of the assignment itself. In such cases, we provide clarification, guidance on how to fulfill the assignment, and set additional tasks that affect the quality. If an employee goes on vacation, temporary absence from work should not affect the execution. There should be a system that operates independently of staff changes or their absence," concluded Azamat Osmonov.
