Kyrgyz Parliament Committee Approves Law Regulating Electric Scooters

The Committee on Transport, Communications, Architecture, and Construction of the Jogorku Kenesh has approved a bill in its third reading aimed at regulating issues related to the operation of electric scooters.

The amendments are being made to the Law "On Road Traffic in the Kyrgyz Republic" and the Code of Administrative Offenses of the Kyrgyz Republic. The bill's initiators are deputies Marlen Mamataliev, Mederbek Sakarayev, Medetbek Aliyev, Dastanbek Bekeshev, and Seidbek Atambaev.

The documents were developed to regulate issues related to the operation of electric scooters, electric skateboards, hoverboards, Segways, monowheels, and similar devices.

According to the bill, violators of traffic rules will be fined 10 calculation indices (1,000 soms), and for violations under the influence of alcohol, 30 calculation indices (3,000 soms).

Companies that provide mobile means of transportation for rent may be required to provide training to renters and impose age restrictions.

Deputies supported the bill, noting the increasing number of accidents involving injuries due to the use of electric scooters and other personal mobility devices.

Speakers emphasized that bike lanes should be used for the movement of electric scooters and hoverboards.

The bill will soon be submitted for consideration by the Jogorku Kenesh.
