State to Regulate Technoparks and Establish Registry for State Support

The Kyrgyz Parliament has passed a bill in the first reading that will bring the activities of technoparks under state control and create a registry for them. This move aims to provide state support for residents of technoparks listed in the registry. The bill defines the legal framework for state support in forming and developing technoparks and innovation zones in the country, outlining the key stages of their establishment.

The global experience shows that transitioning the economy to innovative tracks is closely linked to the development of small and medium-sized enterprises. Currently, efforts are underway to find the most effective ways of state support for high-tech innovative projects in the small and medium business sector. One of the most promising areas of growth in this field is the establishment of special development institutions, including scientific and technological parks or technoparks.

The bill envisions a clear system of control by executive authorities over the activities of technoparks and their residents, allowing for continuous monitoring and evaluation of each technopark in the registry. Residents listed in the registry will benefit from a range of state support measures, including the provision of state guarantees, subsidies from the national or municipal budgets, leasing of state or municipal property, and special tax treatment.

Furthermore, the bill includes provisions for the use of public-private partnership principles, recognizing the importance of collaboration between the government and private sector in fostering innovation and technological advancement. This legislative initiative is a significant step towards creating a conducive environment for the growth of technology and innovation in Kyrgyzstan, aligning the country with leading nations in this field like South Korea, Japan, Malaysia, and Turkey.
