Bishkek City Council Delegates Powers for Administrative-Territorial Reform Pilot

During a session of the Bishkek City Council, deputies approved a resolution on delegating powers within the framework of implementing an administrative-territorial reform in the capital on a pilot basis.

The First Vice-Mayor of Bishkek, Mirlanbek Baigonchokov, noted that the document was developed to implement the President's Decree "On conducting an administrative-territorial reform on a pilot basis at the level of rural districts and cities" dated December 29, 2023, No. 370.

The Mayor will be delegated powers to approve the budget of the capital for 2024 and the forecast for 2025-2026, consumption norms and tariffs for communal services and goods provided by the local self-government bodies of Bishkek, tariffs for passenger transportation by public road transport, boundaries of territories served by municipal territorial administrations.

Deputy Gulnara Satybaldieva expressed concerns that in this case, the municipality may raise tariffs without consulting the City Council.

Mirlanbek Baigonchokov listed the tariffs under discussion. He reminded that the city hall plans to open express routes.

"The current fare remains today. But the trip on express routes will be more expensive. Also for water. Tariffs in the city and rural districts are different. Only in these cases do we propose to delegate. There are no others," said the First Vice-Mayor.

In Kyrgyzstan, an administrative-territorial reform has begun on a pilot basis in six regions, Bishkek, and Osh. The area of the capital has increased to 38.6 thousand hectares from 12.9 thousand.

The territory of the city now includes the rural districts of Orok and Novopavlovka of Sokuluk district; the rural district of Kok-Zhar of Alamudin district; the village of Orto-Sai of Tash-Deben rural district of Alamudin district; residential area "Anar-Bak" and contours No. 544, 545, 552 of Kara-Zhygach rural district of Alamudin district; the rural districts of Maevka, Suburban of Alamudin district; residential area "Altyn-Kazyk" of Ak-Deben rural district of Alamudin district; contour No. 177 of the village of Ak-Zhol of At-Bashy rural district of Sokuluk district; the rural districts of Alamudin, Lower Ala-Archa, Lebedinovka of Alamudin district; the village of Mykan and residential areas "Ak-Zhar", "Nurkozho-Ata", "Adilet" of Leninsky rural district of Alamudin district.
