Kyrgyzstan Considers Abolishing State Notaries to Enhance Notarial Services

Deputy Kubanychbek Samakov proposed to liquidate the institution of state notaries during a parliamentary session in Kyrgyzstan. He suggested enhancing the qualification of private notaries and abolishing state notaries. He pointed out that some regions already delegate and transfer rights to private notaries, proposing to set this requirement for everyone.

In response, Deputy Minister of Justice Orozbek Sydykov mentioned that neighboring countries do not have the institution of state notaries. He stated that in the future, Kyrgyzstan will also transfer the powers of state notaries to private ones gradually. He explained that the first step would be to introduce local licenses. Currently, there is a shortage of 120 private notaries across the country.

Sydykov further mentioned the plan to transition state notaries to private ones in Bishkek, Osh, and Jalal-Abad after the adoption of the bill. Deputy Samakov suggested not to divide the process into stages and start it immediately, as there are long queues for notaries in all regions, with residents having to wait for weeks.

The Deputy Minister highlighted that 20 crisis areas have been identified where there is only one private notary or none at all. According to international standards, there should be one notary for every 20,000 people. The proposal aims to address the issue of long waiting times and limited access to notarial services in various regions of Kyrgyzstan.
