CEC Cancels Candidate Registrations Due to Electoral Irregularities in Osh

The Central Election Commission has canceled the registration of candidate for the Jogorku Kenesh deputy in Osh electoral district No. 7, Maxatbek Mamatkulov. This decision was announced by the CEC.

According to the information received, the investigative service of the Osh Department of Internal Affairs provided evidence of possible voter bribery by Maxatbek Mamatkulov.

The Osh Department of Internal Affairs identified G. Mamadjanova, D. Khamdamov, Kh. Parpiev, and Y. Madazimova as Maxatbek Mamatkulov's campaigners. They were allegedly instructed to bring 20 voters each to the polls.

It was revealed that Maxatbek Mamatkulov paid 19 campaigners a salary of 5,000 soms each, totaling 95,000 soms in cash, bypassing the special account of the electoral fund.

The criminal case for bribery was dismissed due to "lack of elements of the crime in the act."

"According to the banking information from OJSC RSK Bank received automatically through the interdepartmental electronic interaction system 'Tunduk,' 851,000 soms were deposited into the special account of the candidate M. B. Mamatkulov's electoral fund as of April 26, 2024. Out of the funds from his electoral fund, 450,000 soms were spent to cover expenses related to the electoral campaign. However, as of April 26, there is no data on expenses from the electoral fund for campaigners' salaries," added the Central Election Commission.

Furthermore, the CEC revoked the registration of the candidate for the Jogorku Kenesh deputy in Osh electoral district No. 7, Bekmurzа Ergeshev.

The Central Election Commission received a collective statement from the candidates of Osh electoral district No. 7 demanding the cancellation of the registration of the candidate for the Jogorku Kenesh deputy, B. A. Ergeshev.

The statement indicated that during the campaign events, the candidate systematically utilized administrative resources by involving officials. As a result of the municipal mayor's investigation, some officials from various municipal bodies and enterprises were either relieved of their positions or faced disciplinary action.

"The CEC working group reviewed the video footage by Idyrys Isakov, published on April 24 on a YouTube channel. In the video, the author shows municipal service workers from the Osh municipality arriving at the headquarters of the candidate for the Jogorku Kenesh deputy, Bekmurzа Ergeshev, in private and official vehicles. Idyrys Isakov notes that 'city hall employees are supporting the candidate, which constitutes the use of administrative resources,'" emphasized the Central Election Commission.

On April 28, extraordinary elections will be held in the Osh electoral district No. 7. The mandate became vacant after Aibek Osmonov resigned. 13 candidates were supposed to participate in the elections.
