Kyrgyz President Extends NGO Law Deadline, Lawyer Shares Insights on Draft

The President has extended the deadline for the working group to draft the law "On NGOs" until November 1. Lawyer Tattu Ergeshbaeva shared insights on what the document will entail in a comment.

In November 2022, Sadyr Japarov's administration put up for public discussion a draft law that regulates the activities of the non-profit sector. This law was intended to replace the one from 1999.

Initially, the version presented by officials included a provision on the state's control functions in the establishment of NGOs. Oversight was to be carried out by the Prosecutor General's Office.

The concept of "foreign NGOs" was introduced, along with regulations on their operations in Kyrgyzstan.

"Currently, the working group is preparing a completely new concept. I cannot yet say what norms will be included in it," said Tattu Ergeshbaeva.

She mentioned the possibility of avoiding a section on foreign representatives, as seen in Nadir Narmatova's document, and formulations regarding their political activities, although this is unlikely.
