Concerns Raised Over Independence of Judiciary System in Kyrgyzstan's Parliament

Parliament Member Nadira Narmatova raised concerns about the judiciary system becoming dependent on external forces during a parliamentary session. The lawmakers were reviewing the draft constitutional law "On Amending the Constitutional Law 'On the Status of Judges of the Kyrgyz Republic'."

She questioned, "After the adoption of this law, can you guarantee that judges will become fair and make decisions independently, without pressure?"

Supreme Court Judge Kydyk Djunushpaev responded by mentioning the targeted program for the development of the judiciary system for the years 2023-2026, with the aim of ensuring its independence.

"Today, the judiciary system is being cleansed. For example, last year, more than 700 complaints were received. After review, 35 judges were held accountable, and 8 were dismissed. There is a purification process within the judicial corps," Djunushpaev stated.

Nadira Narmatova pointed out that as long as the human factor cannot be eliminated and the psychology does not change, the law will not be effective.

"No matter how perfect a law we enact, its enforcement is lacking," added the deputy.

"If you adopt this constitutional law, the accountability of each judge will increase," noted Kydyk Djunushpaev.
