Kyrgyzstan Approves Regulations on Foreign Agent Non-Profit Organizations: What to Know

The Ministry of Justice has approved regulations on maintaining a register of "non-profit organizations performing the functions of a foreign agent" and conducting checks on their activities.

It is noted that the relevant applications under the implementation of the Law "On Non-Profit Organizations" receiving foreign financing must be submitted to the Ministry of Justice within two months starting from May 16.

At the same time, a non-profit organization performing the functions of a foreign agent is not recognized by state bodies, local self-government bodies, as well as non-profit organizations whose founders (or one of the founders) are state bodies and/or local self-government bodies.

The Ministry of Justice maintains the register of foreign agents in the state and official languages in electronic form.

On March 14, the Jogorku Kenesh adopted in the third reading a bill on "foreign agents" (analogous to a foreign agent in Russian legislation), officially known as the draft law "On Amending the Law 'On Non-Profit Organizations'".

The President of Kyrgyzstan, Sadyr Japarov, signed the law on April 2. In his statement published on Facebook on April 2, he promised that there would be no persecution of NGOs and their representatives after the document is signed.
