Shenni Campbell, the Permanent Representative of the Asian Development Bank (ADB) in Tajikistan, emphasized the need for a clearly defined national urbanization strategy with a strong connection to the private sector to make cities engines of growth and primary job creators.
An assessment conducted by ADB analysts provides the analytical basis and strategic recommendations for comprehensive urban development focused on improving quality of life.
It is noted that the country should prioritize green, sustainable, and inclusive urbanization at the core of its economic growth agenda to leverage the demographic dividend offered by a growing and young population.
Given the country's high vulnerability to climate risks and natural disasters, the Assessment authors call for urgent implementation of nature-based solutions and "sponge city" approaches to tackle urban flooding and other calamities.
ADB analysts underscore the need for immediate investments in water supply, sanitation, solid waste management, and urban mobility.
They also highlight that affordable and livable housing, urban ecotourism, digital systems, and enhanced urban management skills will enhance the economic and social efficiency of cities.
According to the authors, creating a system of cities consisting of small towns, medium-sized cities, and large agglomerations will help the country distribute growth poles, expand equitable access to services and economic opportunities, and improve living conditions.
"Making cities more livable (green, healthy, safe, and inclusive) is one of ADB's operational priorities," they conclude.
