IDB Approves $550M for Rogun Hydroelectric Power Plant in Tajikistan

The Executive Directors Council of the Islamic Development Bank (IDB) has approved a project to finance the construction of the Rogun Hydroelectric Power Plant with a total amount of $550 million. Of this amount, $150 million will be allocated from the IDB's own account, while the remaining $400 million will be funded by Arab development funds.

According to the Ministry of Economic Development and Trade of Tajikistan, this was announced on April 30th during a meeting between the Minister/Plenipotentiary Representative of the IDB from Tajikistan, Zavki Zavkizoda, and the President of the IDB Group, Muhammad Sulaiman Al-Jasser, in Riyadh.

The Minister highlighted that the cooperation with the IDB Group has reached a high level, and Tajikistan considers this financial institution as a reliable partner for development.

"The parties discussed the progress of implementing the tasks following the meeting between the President of the Republic, Emomali Rahmon, and the President of the IDB Group, Dr. Al-Jasser, on November 11, 2023, and the implementation of a number of important projects in the fields of energy, transportation, infrastructure development, education, healthcare, irrigation, and more," the statement said.

According to the ministry, Zavki Zavkizoda thanked the bank for its support and requested the IDB to increase funding for priority sectors of the economy, including the development of green energy, the construction of the Guliston-Farkhor-Pyanj-Dusti road, irrigation facilities, educational institutions, textile enterprises, halal product manufacturing, and more.

In turn, Dr. Al-Jasser expressed readiness to increase financing for projects in the mentioned areas and further strengthen cooperation.

As of today, the IDB Group has supported investment projects amounting to $753.4 million in various sectors of Tajikistan's economy. Within the framework of bilateral cooperation for 2023-2026, the IDB Group plans to allocate over $235 million for the implementation of priority projects in the country.

According to the Ministry of Finance of the country, the government plans to allocate 5 billion somoni ($456 million) for the financing of the Rogun project in 2024. Specifically, 2.2 billion somoni is expected to be allocated through external financing, with the remaining part from internal sources. In 2023, 5.2 billion somoni was allocated for the completion of Rogun.

The total cost for the complete realization of the project is estimated at $6.2 billion. To date, over 40 billion somoni has been directed to Rogun.

The Rogun Hydroelectric Power Plant will become the largest hydropower station in Central Asia, with an installed capacity of 3600 MW. The annual electricity generation after the station's full operation is expected to range from 13 to 17 billion kilowatt-hours, approximately 65%-85% of the annual electricity generation by all existing capacities in the republic.

Overall, the machine hall of the station is planned to house six units, each with a design capacity of 600 MW. The launch of the last unit is scheduled for 2029. The construction of the station is divided into separate lots: Lot 1 – electromechanical equipment, Lot 2 – dam of the power station, Lot 3 – right-bank structures, and Lot 4 – left-bank structures. It is expected that the construction of the station will be fully completed by 2033.
