The Organized Crime and Corruption Reporting Project (OCCRP), in collaboration with journalists from 75 global media outlets, has released an investigation titled Dubai Unlocked, shedding light on foreign property owners in Dubai.
The investigation is based on leaked data about real estate in Dubai from 2020 and 2022, primarily sourced from the Dubai Land Department and state-owned utility companies. The authors emphasize that only individuals whose identities are of public interest have been included in the list.
Among the individuals listed is a representative from Uzbekistan, Ali Sherbek Kadrov, the son of former Attorney General Rashitjon Kadrov. In 2018, shortly after Rashitjon Kadrov's arrest, the Ministry of Internal Affairs declared Ali Sherbek Kadrov wanted.
According to the investigation, he owns four offices in the Marina Plaza business center, with a total estimated value of $7.97 million.
Rashitjon Kadrov led the Prosecutor General's Office from 2000 to 2015, after which he was elected as a judge of the Constitutional Court (2015-2017). In February 2018, it became known that a criminal case had been initiated against him. In June 2019, he was sentenced to 10 years in prison for charges including bribery, incitement to bribery, fraud, deliberate tax evasion, interference in investigations, and other crimes. In January 2023, he was conditionally released.
