Agency Comments on Transfer of "Youth Lake" in Fergana for Development Projects

The Agency for State Assets Management (AUHA) has commented on the transfer of the 2-hectare "Youth Lake" in the center of Fergana to a company for the construction of a hotel, restaurant, high-rise buildings, and entertainment centers.

As previously reported, the head of Fergana region, Khayrulla Bozorov, signed a decision on January 29 to allocate the lake area for "buildings and structures", incorrectly citing the president's resolution. The 24-day-old company, Unays Building, received the project, which later changed its founder.

According to AUHA, the land was transferred to the company for permanent use, meaning it was not sold.

On December 30 of last year, the Ministry of Sports transferred the lake to the Fergana region administration based on the governor's decision. However, the regional administration did not register the property documents for the object.

In accordance with the legislation, the agency makes decisions on the transfer of state property objects (excluding non-privatizable objects) in coordination with relevant government agencies, regardless of their departmental affiliation, from one state institution or unitary enterprise to another state institution or state unitary enterprise on the right of operational management.

AUHA stated that the governorate violated the legislation. Therefore, on March 6, the agency issued instructions to return the lake to the balance of the sports school under the Ministry of Sports. Additionally, the governorate was instructed to revoke the decisions on transferring the object to Unays Building.

The agency mentioned that they would monitor the return of the object to the balance of the children's and youth sports school.

The Democratic Party "Milliy Tiklanish" also made a statement regarding the situation. They stated that the decision to allocate the lake to Unays Building should be reviewed and revoked, as the governors no longer have the authority to allocate land.

"Milliy Tiklanish" requested the General Prosecutor's Office of Uzbekistan to provide a legal assessment of the situation.
