Uzbekistan Cabinet of Ministers Approves Installation of Traffic Cameras

The Cabinet of Ministers of Uzbekistan has approved the procedure for the installation and operation of road cameras to monitor traffic violations. According to a presidential decree from November 20, schools along roads and pedestrian crossings with four or more lanes will have cameras installed to monitor violations related to speeding, pedestrian disregard, and jaywalking.

Starting from July 1, 2024, the phased installation of automated photo and video recording systems will begin near schools, pedestrian crossings on roads with four or more lanes, accident-prone areas (more than 3 incidents per year), and before railway crossings. The installation will be financed from the "Safe Road and Safe Pedestrian" fund, with locations determined by the Road Traffic Safety Service of the Ministry of Internal Affairs.

The Ministry of Transport has been tasked with preparing a list of dangerous railway crossings within a two-month period. The cameras will be installed by the "Safe City" center, which will obtain the necessary technical conditions, contracts, and permits from "Uzbektelecom," "Regional Electric Networks," regional road management authorities, and local landscaping authorities.

The cameras are required to have autonomous power systems lasting up to 8 hours in case of power outages and memory devices to store information for 48 hours without mobile network coverage. Violation data will be stored in the "Administrative Practice" module for a minimum of two years for photos and at least 90 days for video files. Camera suppliers must provide technical support for three years.

The technical requirements specify that the cameras must simultaneously recognize license plates of vehicles traveling on roads with three or more lanes at speeds from 5 to 250 km/h, as well as at intersections. The recording devices must also identify a minimum of 95% of license plates during nighttime. In addition to photo and video evidence of traffic violations, the "Administrative Practice" system will include precise time and location of the violation, vehicle speed, and GPS coordinates.
