Former Chief of Police in Kazakhstan Faces 12-Year Sentence for Rape

On April 30, there were debates in the case of the former chief of police of Taldykorgan, Marat Kushtybaev.

The state prosecutor requested a 12-year imprisonment for him. Kushtybaev is being tried under Article 120 Part 2 Point 5 of the Criminal Code of the Republic of Kazakhstan (Rape committed by a person while performing official duties). The process took place in a closed regime.

On November 13, 2023, information appeared on social media that the chief of the Taldykorgan Police Department, Marat Kushtybaev, had been detained on suspicion of raping a 27-year-old woman. This information was confirmed by the chief of the Police Department of the Zhetysu Region, Atygai Arystanov.

As later described by the victim's lawyer, the incident occurred in the suspect's office. The woman was brought to the police station on charges of disturbing public order. From the investigator's office, she was ordered to be taken to the head of the department's office. There, according to the lawyer, the police chief forced the detainee to engage in sexual intercourse.

Previously, Marat Kushtybaev had been accused several times of using vulgar language to criticize the work of subordinates. One such incident was recorded in September 2019. Following an internal investigation, Marat Kushtybaev was relieved of his position as the chief of the Local Police Service of the Police Department of the Almaty Region.
