Pavlodar Court Sentences Fraudsters to Prison, Deprived of Public Office

On May 3, 2024, Court No. 2 of Pavlodar considered a criminal case in an expedited manner involving a group of individuals for multiple instances of large-scale fraud.

It was determined by the court that:

- Between August 2022 and September 2023, employees of the departments of the Akimat of Pavlodar and the apparatus of the akim of the Pavlodar district - A.G., M.A., B.A., Z.A., A.A., misappropriated over 89 million tenge from the budget through illegal payments allegedly for the work of individual assistants to disabled persons.

- The guilt of the accused was proven by witness testimonies, documentary and material evidence, as well as expert conclusions.

The defendants fully admitted their guilt and compensated for the damage caused.

The court took into account:

- Full admission of guilt and sincere repentance;

- Voluntary compensation for the damage in the case;

- The presence of minor children of A.G., A.A., Z.A., B.A.;

- Confession of guilt by M.A.;

- Active assistance in uncovering the criminal offense;

- Positive characteristics in their places of residence.

"In consideration of the above-mentioned mitigating circumstances significantly reducing the degree of social danger of the crime committed, the guilty parties were sentenced to imprisonment for various terms ranging from 3 years 6 months to 5 years 6 months based on part 4 of Article 55 of the Criminal Code. For the entire duration of the sentence, the convicted individuals are subject to probation, compulsory labor, and additional obligations," the court statement reads.

Additionally, the convicted individuals are permanently deprived of the right to hold positions in public service. The verdict has not yet entered into legal force.

It was previously reported that the former akim of Satpaev Shapagat Aubakir, who was convicted of a bribe in the amount of 10 million tenge, attempted to appeal the verdict.
