The Minister of Health has issued a decree amending the rules for issuing, recording, and maintaining personal medical records. The updated regulations establish a unified procedure for the issuance, recording, and maintenance of these records.
Personal medical records will now include a note on work clearance and will be authenticated through an electronic digital signature of the healthcare provider and a QR code of the healthcare facility. Medical organizations with a license for healthcare activities are responsible for issuing these records.
A designated individual, typically a therapist, will oversee the proper recording and issuance of personal medical records following mandatory medical check-ups and laboratory tests. The results of medical examinations and tests will be synchronized into the record-keeping module from the medical information system.
In cases of infectious diseases or carriers of infectious agents that pose a risk to work safety, individuals will be referred for treatment to a primary healthcare facility near their residence.
The process of recording and maintaining personal medical records involves electronic journal entries in the medical information system. Owners can choose to fill their records in Kazakh or Russian languages, with personal details such as profession, workplace, date of birth, and address.
Information on past infectious diseases, X-ray results, specialist diagnoses, and vaccination history will be synchronized into the records. Any corrections to the data must be made by authorized healthcare personnel and verified with their electronic signature.
These new regulations will come into effect on January 1, 2025, transitioning personal medical records of Kazakhstani citizens into an online format. This move signifies a significant step towards modernizing healthcare management and ensuring efficient record-keeping for better patient care.
