Ministry of Labor Develops Rules for Appointment of Disability Advisors

The Ministry of Labor and Social Protection has developed rules for appointing external advisors to ministers, district akims, cities, regional centers, regions, cities of republican significance, and the capital on disability issues.

According to the new rules, advisors must be at least 18 years old, have at least five years of experience in advocating for the rights of individuals with disabilities, and if chosen at the local level, must permanently reside within the corresponding administrative unit.

Advisors will be accountable to the respective head and the coordination council at the national or regional level for social protection of persons with disabilities.

The announcement of the competition will be posted on the official website of the government agency in both Kazakh and Russian languages, providing all necessary contact information and application details.

Candidates for advisor positions can be nominated by disability advocacy organizations or individuals, including self-nominations.

Candidates are disqualified if they hold certain positions, have certain criminal records, or are registered with mental health organizations for specific conditions.

The candidate with the most votes is recommended for the advisor position, with ties being broken by the head of the working group.

Advisors may end their term prematurely under various circumstances, such as personal initiative, legal incapacity, criminal conviction, relocation, or failure to fulfill duties effectively.

The appointment procedure for advisors begins two months before the current advisor's term expires.

These rules aim to fulfill Kazakhstan's commitment under the Convention on the Rights of Persons with Disabilities to create an inclusive environment for individuals with disabilities to participate in governance without discrimination.

The document is available on the "Open Regulatory Acts" website for public discussion until April 5.

Previously, Kazakhstan approved standards for social services and support for children with disabilities.
