The draft law "On Amending Certain Legislative Acts of the Republic of Kazakhstan on Gambling Business, Lotteries, and Lottery Activities" was initiated by deputies on the instructions of the head of state. The bill was registered on March 19, 2024, and will be discussed at the plenary session of the Majilis of the Parliament of Kazakhstan on April 22. The Law of the Republic of Kazakhstan "On Gambling Business" has been in effect since 2007 but has not effectively addressed issues of gambling addiction in society. The amendments aim to prevent gambling addiction from becoming a social epidemic. The changes focus on protecting citizens, especially the younger generation, from gambling addiction and its negative consequences.
The proposed changes include raising the minimum age for participating in gambling and betting from 21 to 25 years, prohibiting individuals listed in the Unified Debtors Register from gambling, and restricting access to online resources of foreign bookmakers without licenses in Kazakhstan. The bill also introduces standard rules for gambling establishments, betting shops, and lotteries, emphasizing the risks and harm of gambling participation.
Furthermore, the bill aims to restrict the operation of foreign online gambling resources in Kazakhstan, aligning with international practices. This measure intends to eliminate the financial outflow caused by the imbalance between local and foreign gambling segments. Only licensed operators with Kazakhstani domains and tax registration will be exempt from this ban.
Additionally, the proposed amendments seek to address issues related to changing rules by gambling establishments without notifying the competent authority, ensuring fair treatment of customers and preventing arbitrary denial of winnings. The bill also introduces stricter penalties, including criminal liability for organizing electronic casinos and internet gambling, and administrative sanctions for underage gambling.
